Sat in on a town council meeting last night and noticed something weird about how local agencies pitch

I went to a town council meeting in my area Tuesday night and saw three different marketing agencies present their bids for a tourism campaign. One agency spent 20 minutes talking about data and analytics while the other just showed pretty pictures of the town with no strategy. The council ended up picking the middle ground one but I kept wondering if we overcomplicate things for clients or if they actually need the details. Has anyone else watched how clients react to pitches compared to what we think they want?

Right?! I watched a similar thing last month and the data heavy firm totally lost the room while the one with the pretty slides had everyone nodding along. Did the council members even ask about the numbers or was it all gut feels?
