Saw a weird pruning job at a mall in Tulsa that still bugs me

I was walking through the Woodland Hills Mall parking lot last week and noticed these young oaks they planted along the entrance. Someone topped every single one of them, leaving these ugly stubs with no branch collar left. I get that malls want uniform trees, but this was done so bad it's gonna cause major decay down the road. Anyone else ever have to fix damage like this for a commercial client, or do you just tell them to start over?
