Spent 4 hours chasing a ghost IP conflict that turned out to be a fax machine

Client in Boise had two devices on the same static IP, but the culprit was an old fax machine plugged into a surge protector that was off, and its NIC still broadcasted, so I finally isolated it by unplugging everything and adding them back one by one, has anyone else had a device stay active with power switched off?
