Warning: An old-timer in Cincinnati told me my weld-through primer was useless if I didn't scuff the factory e-coat first.
He said 'you're just painting over glass, kid,' so now I always hit it with a red scuff pad for 30 seconds before I spray a single drop, and my adhesion problems are gone.

That old timer sounds like he's been around long enough to know exactly which shortcuts bite you in the ass later. I bet he's got a crusty welding jacket with holes burned through it from 1987 and a coffee cup that's never been washed. Honestly, the fact that you only needed to scuff it for 30 seconds makes me wonder how many guys just skip that step and then blame the primer.
