Warning: The handicap button on a school crosswalk does nothing in the snow

Last winter I watched a parent in a wheelchair wait through three full light cycles at the corner of 5th and Main because the push button was buried under a snowdrift the plows had packed down. When I finally helped dig it out, she said they installed that button 10 years ago and it's never once been cleared by maintenance. The city painted a bright blue curb ramp to show they cared, but the actual button sits about four inches off the ground with no cover. Has anyone else dealt with a design that only works when the weather is perfect?

But hold on, that button probably does work. It's not the button that's the problem, it's the snow covering it. The city can't really design around a snowdrift, you know?
