TIL the city water bill site in Dayton has a submit button that moves to a new spot every time you scroll
Spent 40 minutes last Tuesday trying to pay a $63 water bill because the confirm button kept jumping below the fold every time I scrolled, and the city's phone line said they'd have to mail me a paper form instead, so has anyone found a browser trick that pins these runaway buttons down?
