Took me 6 months to realize I was testing capacitors wrong

I always pulled the cap out and discharged it with a screwdriver before testing, but I never let it sit long enough. Last week a GE fridge compressor was kicking off and I kept reading good capacitance on a start cap, so I ordered a new board. Customer called back angry and my buddy on site said, hold on, you're testing it while it still holds residual charge. Soon as I waited 5 minutes and shorted it properly, the meter dropped to 60 percent of rated. Now I test every cap twice, once right after pulling and once after sitting. Has anyone else had a similar brain fart with bleed-down time?
