Hard hat safety issue during a roof install - what would you do?

Last week, I was on a roof install with a small crew. One guy kept his hard hat off because it was hot. I told him twice to put it on, but he just laughed. Now I'm stuck. If I tell the boss, he might lose his job. If I stay quiet, someone could get hurt. It feels wrong to ignore it, but I don't want to cause trouble. How do you handle safety rule breaks with co-workers? Have you been in this spot?

You said he kept it off because it was hot. Look, how many times does a tool actually drop right on someone's head up there? I've worked plenty of jobs where guys ditch the hat in the heat and the sky doesn't fall. It's a roof, not a steel mill. Yeah, safety guys love their rules, but rushing to get the guy canned feels like overkill. Sometimes you just gotta pick your battles.
