Got into a 3-hour debate at a diner about whether pigeons are government drones

Last Tuesday at Mel's Diner on Route 9, this guy in a camo hat spent two hours trying to convince me pigeons have GPS chips in their beaks. I pointed out that I've seen pigeons eat leftover fries and get hit by cars, which seems like bad spy tech. He said that's exactly what they want us to think. Has anyone else run into these bird drone theories at odd hours?

Came across a guy at a truck stop outside of Tulsa who swore the pigeons following him were FBI surveillance... even showed me a photo of one sitting on a power line and said "see how it's facing south? that's the coordination pattern." I told him I once watched a pigeon walk into a glass door and he just shook his head real slow and said "that's the cover, man, that's the cover.

I mean pigeons are basically flying rats that eat garbage, not exactly high-tech surveillance material.
