Why do cities keep doing stuff like this where the design looks nice in a photo but fails the second you're actually standing there in real sunlight? I've noticed this pattern all over, not just signs. Stairs that look cool but you trip on them, benches you can't actually sit on, buttons that don't tell you if they worked. It feels like someone made the call based on a rendering on a screen instead of walking the block at noon like you did. White on yellow is one of the worst combos for contrast, that's like day one stuff for anyone who reads signs for a living. My guess is they picked it for the "look" of the city and nobody ran a check, or they ran one and just ignored it.
