A brick in the tank just takes up space so less water fills up each flush, which is a real thing, but it would not drop a bill by $15 unless you were flushing a ton. $15 a month is a big chunk of a $68 bill, so something else might have changed around the same time. Did you swap out any other habits or fix a leak around then, because a dripping flapper can waste way more water than a brick ever saves.
